your issue with a more recent version of LibreOffice and I haven't been
able to reproduce it. Are you still seeing it?

1) Open a spreadsheet.
2) Add comment in cell
3) Go back to the cell, comment shown
Resultat: comment show partial, need press alt to see well the comment
Expect: show correctly the comment without need to press alt
