I have the bug on ubuntu 14.04 with my Seagate 1TB Backup plus extrnal hard disk. I had the same problem with ubuntu 13.10 . The drive automatically remounted after safely removal/ eject in a few seconds. This behaviour was only with the USB 3 ports of my laptop. Connectd to the USB 2 ports, the harddsik spun down and powered off as it should have.
I even tried using udisks to do the same but the result was the same. Hope this bug is assigned to someone soon.
