  requires javac, but installs a JRE, not JDK

Bug description:
  installed solr-jetty, enabled jetty in /etc/defaults/jetty and opened 
localhost:8080/solr got this error
  http://paste.ubuntu.com/713656/
  Problem accessing /solr/. Reason:

      Unable to find a javac compiler;
  com.sun.tools.javac.Main is not on the classpath.
  Perhaps JAVA_HOME does not point to the JDK.
  It is currently set to "/usr/lib/jvm/java-6-openjdk/jre"
