What I meant is that there are ways to make changes such that they only apply when build by Ubuntu. In that way, the necessary code is in the Debian package while not APPLIED in Debian. I remember having used this kind of logic at least in debian/rules file, although you would need to search around how to do this nicely for patches, as I don't recall how this was done.
