Thank you for your bug report. How did you change your background image?
The information used by the greeter is in accountsservice and not
gsettings (nautilus/unity-control-center/gnome-control-center update it
for you, that might not happen under other environments or if you change
the configuration in some other way)

Title:
Background does not change to user specific wallpaper

Status in “unity-greeter” package in Ubuntu:
  New

Bug description:
  Running Ubuntu 14.04, fresh install

The Unity Greeter does not reflect the currently chosen background as
it did in Ubuntu 13.10. I am aware of the permissions required so as
an example I selected a wallpaper that came with Ubuntu

  /usr/share/backgrounds/Foggy_Forest_by_Jake_Stewart.jpg

After setting this as my own wallpaper, I rebooted.

The unity greeter still shows the purple oregami wallpaper as a background.
I even tried setting permissions to 777 on 'Foggy_Forest_by_Jake_Stewart.jpg ',
but the greeter still did not change. I did verify in dconf-editor that the
com.canonical.unity-greeter/background had been set to the path above.

I also had a look at the log files and they only seem to point to
warty-final-ubuntu.png, never my custom choice. (Attached)

I was not able to find any configuration files so did not know where
  to dig around for this.
