Public bug reported: I have an external display attached. When I open system settings in top panel right button-> system settings ( or through other approach to enter the sub settings directly like time applet-> Time&Date Settings) , the external monitor is disabled for no reason. And after that I click the "Display" in system settings, the external monitor is enabled again. This combined with other bug(1304531) that move maximized windows around makes the open system settings process painful.
