I will assume the problems were due to insufficient permissions for the
user inquestion (not a member of the lp group) and thus not a real bug.

The solution here is to add the users to the lp group for them to access
the parallel port scanner.  "sudo adduser $your_user_here lp"

Title:
  xsane and other sane frontends don't recognize scanner device without
  root privileges

Status in “sane-backends” package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: libsane

  I have to run xsane with root privileges to get access to my scanner, other 
way xsane detects only my usb PC webcam. I use ScanMagic 600 CP scanner 
connected via parallel port.
  I believe that occurs because libsane is not compiled with libieee1284 
support. Compilation with libieee1284 option could solve the problem
