Title:
Scrolling with mouse wheel doesn't work

Status in “gtk+3.0” package in Ubuntu:
  Confirmed

Bug description:
In these GTK3 applications, scrolling with mouse wheel doesn't work, though
touchpad does:
  - Nautilus
  - Synaptic (under root)
  - System Monitor
  - Gedit
  - Nemo

But Shotwell and GTK2 (Firefox) works.
  Removing overlay-scrollbar has no effect.
