We had someone on Ubuntu forums with what seemed to be this issue. User "deadflowr" suggested it was because /usr/share/xsessions/ubuntu.desktop was missing, and indeed it was. So the related package, ubuntu-session was missing. Why? I don't know. As far as I know the user was doing fresh installs from the mini iso.
