CPU on AC vs Batter

Bug description:
I have a Dell M4600. I just installed Ubuntu 11.10. While the laptop
is plugged into AC power the system is extremely slow. If I remove
the AC power, and run on Battery the system runs quickly as expected.
Additionally, the battery status indicator always displays 19% charged
and discharging even when the battery is fully charged and the laptop
is on AC power. The battery indicator never changes.
