Title:
Empathy chat window and dialogs don't get proper focus sometimes

Status in “telepathy-indicator” package in Ubuntu:
  Confirmed

Bug description:
Sometime doubleclicking contact in empathy doesn't switch to chat
window and requires manually navigating to chat window. Also when
contact request comes and selected from notification, it doesn't show
up in front and goes in background instead. So I have to manually open
it by browsing through open windows.
