It allows major revision upgrades to take minutes, instead of hours or days for larger databases required by the traditional dump/restore process. The existing Debian pg_upgradecluster tool uses the traditional dump/restore process. Under Debian and Ubuntu, database clusters created using pg_createcluster put the configuration files in a non-standard location (from PostgreSQL's perspective), and the pg_upgrade tool provides no mechanism for specifying where this is.
