Public bug reported:

Since last thursday, gnome-settings-daemon has not been working for me.

It doesn't crash, but it doesn't do what it is supposed to do either. It
doesn't load the gtk themes, icon themes, some keyboard overrides don't
work, touchpad settings are messed up, etc.

If I kill the gnome-settings-daemon process and start as root, the
theme/settings for the root user work fine.
But if I start as regular user, nothing happens. I've the latest updates
applied as of Oct 4.

** Affects: gnome-settings-daemon (Ubuntu)
     Importance: Undecided
         Status: New
