Fresh install (but reused /home) and this still occurs.

Title:
  Cannot reboot or shutdown system

Status in “gnome-session” package in Ubuntu:
  Confirmed

Bug description:
This usually occurs if two users have been logged on to the system via
X, even if one has logged out.

Select "reboot" or "shutdown" from the power icon and the whole screen
locks up. It does attempt to log out but it simply fails. Nothing
happens. Cannot CTRL or CTRL+ALT to another VT and have to SSH from my
Android phone to issue a sudo reboot or sudo shutdown.

  The syslog says it all:
