This happened to me in Ubuntu 13.10, when I was in Gnome 3 fallback desktop. I right clicked on the panel clock -> preferences -> ticked "show weather" -> close, and then it crashed. If it helps, under the "Locations" tab, I have only one location, being "Sydney Airport Eastern Time (New South Wales)".
