Public bug reported: Using the latest 13.04, I open Settings, and under "Mouse and Touchpad", I change the speed of the touchpad pointer from its middling value to the maximum on the scale.
It has an immediate effect; I can now scroll across my screen without lifting my finger. However, within a minute, the improved behaviour goes away. No change is visible in the settings interface, initially. If I change to "All Settings" tab and back to "Mouse and Touchpad", I see that indeed the default has been reinstated. So it is impossible for me to permanently change the touchpad behaviour.
