I'm the only user so cannot comment on the "Guest Session" question as
none are set up. Some "shortcuts" do not exhibit this problem. The
"Home" icon, for example, can be moved around freely. From the error
message I described it appears the operation is trying to copy root (/).
I have another "machine" that has not been upgraded from 13.04 to 13.10
that doesn't have this problem. It, however, has nautilus version 3.6.3
instead of version 3.8.2 that was installed with the 13.10 upgrade on
this computer.

Title:
Cannot manually arrange (drag and drop) url desktop launchers after
upgrade from ubuntu 13.04 to 13.10

Status in “nautilus” package in Ubuntu:
  Incomplete

Bug description:
I cannot manually arrange (drag and drop) url desktop launchers after
upgrade from ubuntu 13.04 to 13.10. I get error message (Error while
copying "/") with details (Error opening file "/": is a directory).
Keep aligned is turned off. This only happens when trying to
reposition url related launchers. Some of the launchers were created
by using Firefox "Create Deskcut" and some with the older Nautilus
  "Create-Launcher" script.
