I guess, I encountered a problem, closely related to this bug. I use KDE hence no unity or gnome launched. Since I upgraded to saucy, chromium got a one-pixel menu bar at the very top of the window. If I use system window border, it is invisible (because it has the same color as my border), but still active. If I use chromium window border, I can see a one-pixel line just above the window. In both cases this menu is clickable, I mean, if I click in some correct place in the left side of this bar, a menu appears, and by using keyboard arrows or by moving mouse left or right I can explore this menu — File, View, Bookmarks… just a regular menu.
The terrible thing is: I cannot move my mouse to the top of the screen, taking care only about its horizontal position, I have to bump the top of the screen, then carefully move the mouse some pixels down, and then click on the tab to show or close it (middle mouse button). So, the idea of chromium's developers to gain infinite height (in terms of Fitts's law) for the tabs is buried, since useless one-pixel menu resides on the screen. Is it possible to uninstall some package to get rid of this menu since I do not use GNOME or unity?
