But the combination of environment variables you stated still confuses
me. User accounts does not set session env. vars, and if nothing is
stored in accountsservice - which is correct since ~/.pam_environment
isn't there - accountsservice should respond with de or de_DE in your
case when queried for Language (assuming that you edited
/etc/default/locale manually).

Just curious, since I was involved in the the changed lightdm behavior
above, and you made me fear that we overlooked something.

  Always puts LANGUAGE=en into seesion environment despite German locale

Status in “lightdm” package in Ubuntu:

Bug description:
  A few weeks ago, my session started to be in English. I can't pinpoint
  when that started, with some lightdm upgrade or a reinstallation of my
  laptop, but my session in lightdm now always has

  LANG=de_DE.UTF-8
  GDM_LANG=en
  LANGUAGE=en

  in its environment, and there seems to be no way to change it. I have
  no idea where this is coming from, my configuration files:

  $ cat /etc/default/locale 
  LANG="de_DE.UTF-8"
  $ cat /etc/environment 
  
PATH="/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/games:/usr/local/games"
  $ cat ~/.pam_environment
  cat: /home/martin/.pam_environment: No such file or directory
  $ cat .dmrc

  Session=ubuntu
  $ sudo cat /var/cache/lightdm/dmrc/martin.dmrc

  I don't know of another file which should be relevant for lightdm and
  contain the LANGUAGE=en, so I assume lightdm just somehow "invents"
  this. I even tried to change lightdm's keyboard selector from en (I
  use US keyboard layout) to de. This properly changed the keyboard
  layout, but doesn't drop/change LANGUAGE.

  I also confirmed this with another local user, the very same problem
  happens for that.
