Hi doctor... ;-) I had the same problem on Ubuntu 13.10. In some older discussion on other fora I found that HDMI output sometimes causes this problem. Test: setting my analog output to HDMI also broke my normal sound. So apparently the browser uses HDMI by default...
MY FIX was to go open PulseAudio Volume Control in the dash and in configuration I simply turned off the HDMI profile (I had one HDMI and one analog there). After that normal sound still works fine and sound plays in the browser as well. When running skype, there is no entry for it in pavucontrol. When running chromium, there is an entry for "ALSA plug-in (chromium browser)" in the playback section, but there is no audio coming through it. VLC and ALSAPLAYER both work as expected. Maybe a problem for 32-bit applications trying to play? However, WINE applications do have audio.
