This appears related to https://code.google.com/p/chromium/issues/detail?id=123104 which was first reported in April 2012. I did not see this problem with Xubuntu 13.04 64-bit, but I do see it in Xubuntu 13.10 64-bit. Perhaps this is the reason that Firefox is still the default web browser for Ubuntu 13.10.
