I am seeing same symptoms in Ubuntu Studio 13.10 Final Beta 2. This uses xfce4 so this issue may not be gnome-screensaver specific. I believe this could be classed as a security issue because it occurs after sleep, before screen lock kicks in, so a user may have put the machine to sleep expecting it to be (fairly) secure but another user may subsequently see the desktop (and any open document). As a minimum it is a privacy issue.

One can't interact with the old display, and it's brief, no more than a second before repaint, but from a privacy standpoint it's disturbing that the content is briefly visible. I have gnome-screensaver configured to blank the screen on idle rather than to display pictures or animations.
