Public bug reported:

This bug appeared in Ubuntu 13.04 and is present in 13.10 too.
The wifi is connected but the network is not working. In Connection Information
the speed jumps to 72 Mb/s then to 1Mb/s. In both cases there is no internet.
The problem is not with the router or the network because on my other machine
the internet is working in the same time.
