I believe this is a duplicate of #1041155 and probably also of #816570 and
#943854.
Had the bug today just after logging in. However, NetworkManager is working and
I am connected to Wifi now, so I don't know what exactly went wrong...

This happens a couple of dozen times a day on my system which is running
quantal.
But it also happens when I am running WIndows 8.
I am only reporting it because the automated system is prompting me to
do so...
