The menu does come up, but choosing an interface to activate doesn't do anything for either wifi or mobile networks. Not even a visible attempt is made to connect, nor is a failure reported. Killing nm-applet and restarting it is a functional workaround (and thus is also logging out and back in), so it's clearly the applet and not network manager itself that's the problem. While there is a workaround, this is likely to be very frustrating for users, especially those less likely to come up with the kill/restart workaround.
