This appears to have been fixed.  It now prompts with:

"SYSTEM TESTING: Please enter your password. "
                          "Some tests require root access to run properly. "
                          "Your password will never be stored and will never "
                          "be submitted with test results.")

Bug description:
  Hardy beta.

  Applications->System Tools->Hardware Testing, it asks you for your
  password saying that the application lets you change system settings
  (or something like that). This isn't true, and also, the message
  unnecessarily reveals the command line name/location of the
  application.
