  Top panel not displayed when using dualscreen

Bug description:
  I am using two displays (laptop and extra one). Second display is
  bigger then laptop's, so I have to align them in configuration (in my
  situation they have the same bottom coordinate, but different top
  coordinates)

  But with this setup in unity top panel is not shown on laptop's screen
  (please, see screenshot, laptop screen is the left one)

  If I reconfigure screens alignment, panel is shown (see second
  screenshot) but it isn't convinient for me, because the real layout is
  different.
