As it happens it seems during the upgrade gnome-screensaver was
uninstalled.

After re installing it, lock screen works just fine.

  Lock screen does not work

Status in “gnome-settings-daemon” package in Ubuntu:
  Invalid

Bug description:
  Ctrl+Alt+L or "Lock" via the main menu does not lock the screen
  (nothing visible happens).

  The problem also occurred in 12.10 and persists after an upgrade to
  13.04 (post Beta2).

  Not sure if I should select the "This bug is a security vulnerability"
  as the inability to lock the screen makes more difficult to leave the
  computer unattended and not accessible to 3rd parties.
