"low" seems to help but the fan still runs constantly (although not at a
high rate). Even at this setting it doesn't come close to what the
official ATI driver offered. Any other suggestions or workarounds?
Anything I can help test?

Title:
Open source radeon driver causes laptop to heat up / run fan non-stop

Status in “xserver-xorg-video-ati” package in Ubuntu:
  Triaged

Bug description:
Whenever I use the open source radeon driver on my laptop the machine
heats up dramatically and as a result needs to run the fan non-stop.
This in turn causes the battery to drain quite quickly and makes the
machine almost unusable due to the heat it gives off.

When I install the proprietary driver my laptop does not have this
  problem.

I am currently experiencing this problem in 12.10 Alpha 3 but it has
been an issue for a number of releases now.
