Title:
System Settings tool is not resizable, and does not expand
automatically when setting font size for visually impaired users

Status in “gnome-control-center” package in Ubuntu:
  New

Bug description:
I'm getting older, and tiny fonts of high res screens (1900x1280) are
becoming a pain to read. So I thought I'd make use of the tools in
ubuntu that exist for those with impairments. So I opened the System
Settings tool and from there, launched "Universal Access".

In Universal Access, I bumped the system font size up from "Normal"
(whatever that is) to "Larger" (whatever that is which is slightly
bigger than "Normal"). This made the system text larger and easier to
read (text in the top bar and text within the system settings tool, at
least, didn't affect text within Chrome, but it did change the size of
text in Terminator as well :)

HOWEVER, then I noticed that the System Settings tool itself had not
expanded in size to accommodate the larger font size, nor was that
window even resizable. The end effect is that it clips text off
making the icons make less sense.

Expected Behaviour: When system font size is made larger, the window
will increase in size to account for this and ensure that the text for
  all app icons is readable.

What really happened: Font size changed, window size did not, some
text cut off and unreadable to users with visual impairment.
