Further analysis suggests why there's a remote problem now in the first
place:

http://www.omgubuntu.co.uk/2013/02/ubuntu-one-announce-tomboy-note-sync-
to-stop-working-late-february

It seems that Ubuntu One no longer actually supports note
synchronisation.

Title:
failed to synchronise; no reasons given under Details because error is
  not note-specific

Status in “tomboy” package in Ubuntu:
  New

Bug description:
My notes are failing to synchronise. No configuration changes within
Tomboy have occurred since the last successful synchronisation--only
  system updates have been applied.

When the Details section of the Synchronisation Failed window is
expanded, an empty list is shown with columns "Note Title" and
"Status." Running Tomboy from a terminal indicates that the problem
  is remote:

Given that the problem is not related to specific notes, it makes
sense that the Details list is empty. However, perhaps another
mechanism should exist to show synchronisation errors when those
  errors are not note-specific.
