I'm experiencing this issue as well, recently upgraded to the Raring
Ringtail development branch.

gnome-online-accounts, libgoa-1.0-0, libgoa-1.0-common are all showing
as version 3.6.2-1.

gnome-control-center and gnome-control-center-data are at version
1:3.6.3-1

I tried installing Empathy to see if I could get access to edit the
accounts that way but the Account Settings button doesn't appear to work
there either.

Attempting to launch GNOME Control Center directly into the Online
Accounts panel from a terminal or one of the virtual consoles results in
an error message stating the settings panel could not be found (as
already mentioned verbose by others in this comment thread).

Bug description:
  Recently upgraded from 11.10 to 12.04B1.  I have no "Online
  Account..." option in the UI. Previously it was an option in the User
  Indicator.   Though I was unable to find it in Settings or Searching
  Unity, I was able to access it through "Empathy" using the "Edit
  Connection Parameters..." for my Google chat account that was
  previously setup via GOA.
