I'm experiencing this issue as well, recently upgraded to the Raring Ringtail development branch.
gnome-online-accounts, libgoa-1.0-0, libgoa-1.0-common are all showing as version 3.6.2-1. gnome-control-center and gnome-control-center-data are at version 1:3.6.3-1 I tried installing Empathy to see if I could get access to edit the accounts that way but the Account Settings button doesn't appear to work there either.
