Sorry for the delay. I modified a file "/lib/udev/rules.d/40-libsane.rules" to add my specific scanner i.d. code near the bottom of the Epson listings because it did not include my model. I added the line as follows:
# Epson Perfection 3170 | Epson Perfection 3170 ATTRS{idVendor}=="04b8", ATTRS{idProduct}=="0116", ENV{libsane_matched}="yes" .
