To avoid confusion I should add that this would simply add pidgin-otr to the "Recommends" field of the control file.

The reason is because encryption is a basic security feature and OTR is the de-facto standard for instant messaging encryption (imagine you would need to do sudo apt-get install firefox-ssl for SSL support). In Adium, OTR is already being shipped by default.
