It does have a configuration option to enable that, and I think it's great. I personally feel it should be enabled by default. But I think, when enabled, it should default to $XDG_DATA_HOME/transmission in order to be compliant with XDG Base Directory Specification. A practical rationale for this is when you have an indexer such as Tracker running. When you're downloading large files, that causes it to keep indexing it over and over, for no good reason -- sometimes for weeks. Yes, you can tell it not to index certain directories, but that requires the user to have a fair amount of understanding about what's going on. The average user would just notice that the system gets very slow or that their laptop gets awful hot when using Ubuntu. Using well known directories for these things, it would be possible to automatically have Tracker not index downloads in progress. For instance, applications that does not want its data to be indexed, would place an empty file called $XDG_CONFIG_HOME/tracker/dont_index/appname. Tracker would know that means ~/.local/share/appname should not be indexed. Obviously, appname would be transmission in this case. Few users would be interested in manipulating files that have not finished downloading. For those who do, Transmission should instead provide a button that opens the file browser on $XDG_DATA_HOME/transmission, with a label such as "browse temporary files", or something like that. Another reason why I think it's so important for all (at least) default applications to adhere to the Base Directory Specification, is backup. When we know where applications store their files, then backup applications can allow a user to backup an application without selecting directories, instead just choosing the name of the application. Or perhaps you'd simply like to move everything related to Transmission from one computer to another. I really don't think using the proper BDS directory and enabling this by default would hurt anything, but it would help make other things possible.
