In order to enable horizontal scrolling run the following command: dconf write /org/gnome/settings-daemon/peripherals/touchpad/horiz-scroll-enabled true (The setting is still available in dconf editor)

No option is visible to set the horizontal two-finger scrolling. It is of course adjustable through a script modifying synclient or changing the config file for xorg, but in 12.10, this was available in the mouse & touchpad menu. (Although I prefer the layout of the new menu, I'd like to see this functionality restored).
