I saw that bug. It is different. 
I also noticed weird behavior.
When I press '+' in 'wallpapers' I get 'select file' dialog. I select a file 
and an icon of a wallpaper is added to 'Pictures folder', I can add again, then 
another icin is added, etc. And I can't remove duplicate icons. This looks like 
the other bug you mentioned.
But in precise this works logical and perfect. When you press '+' or '-' you 
have expected behavior.

Bug description:
  This regression appears in quantal and affects raring.

  Test case:

  1. Right-click desktop and choose 'Change wallpaper'
  2. Press '+" and choose some file.

  The image icon will be added to 'Pictures' folder section, but it
  should be added to 'Wallpapers'.
