Bug description:
  System Settings -> Network -> Network proxy -> Manual, button "Apply
  system wide" is not work.

  Also, keep in mind these requirements:
  The button "Apply system wide" should work for existing and non-existing 
users (when appearance new users the proxy settings should be automatically 
copied to their profiles).
  Also, the button "Apply system wide" should work for Guest User.
