Bug description:
We currently lack a way of grouping together package installation
failures. This is needed to get a frequency count out of them that can
be shown on errors.ubuntu.com.

The base set of fields live in data/package_hook in apport. These are
Package, SourcePackage, and ErrorMessage. While ErrorMessage is the most
obvious choice to form a signature with, it's not necessarily unique to the
problem. It's also provided as a translated string:
"tentando sobrescrever compartilhamento
'/usr/share/doc/libglib2.0-0/README.gz', que é diferente de outras instâncias
