Public bug reported:

Unless the ethernet cable is plugged in, the network manager never
starts and so the wireless doesn't start.

$ nm-connection-editor

** (nm-connection-editor:4055): WARNING **: Could not initialize
NMClient /org/freedesktop/NetworkManager: The name
org.freedesktop.NetworkManager was not provided by any .service files

** (nm-connection-editor:4055): WARNING **:

** (nm-connection-editor:4055): WARNING **: Invalid setting Wireless:

** (nm-connection-editor:4055): WARNING **: Invalid setting Wireless:

With an ethernet connection, the network manager starts and so does the
wireless.

Workaround is to add everything needed to /etc/network/interfaces.

This used to work fine but it's been a while since I tried using the
wireless so I'm not sure when this problem appeared.
