You have been subscribed to a public bug: "System Settings > Appearance" or "System Settings > Details > Graphics" should have a switch to force Unity to run in the low graphics mode. This can be very beneficial for computers which have decent enough GPU power to avoid running on LLVMpipe but still can't handle all the blur and transparency smoothly in every scenario. Also, people can just turn it on when running low on battery to save power.
