  I have these speed limits because of my internet provider:
  download: 2 Mbit/s
  upload: 0.5 Mbit/s
  
  I setted these default speed limits for torrents in transmission-gtk:
  download: 0.3 Mbit/s
  upload: 0.1 Mbit/s
  
  And all worked fine in Ubuntu 10.10 Maverick Meerkat!
  
  But I upgraded to Ubuntu 12.04 LTS. And now I can't use jabber client and web 
browser with runned transmission-gtk-2.51 (most of sites can't be opened, and 
jabber most of messages can't be delivered, and half of package information 
can't be downloaded after clicking Update button in synaptic, just looks like 
infinite attempts to download).
  I tried to upgrade to transmission-gtk-2.61, transmission-common-2.61, 
transmission-cli-2.61, but it does not help.
  
  I must use qbittorrent or downgrade transmission to Ubuntu 10.10
  version?
  
  I tried to do this (I googled that it is something like half-opened 
connections limit in M$Windows):
  $ sudo sysctl net.ipv4.tcp_max_syn_backlog=128000000
  But it does not help.
  
  Btw, I didn't even download anything at the moment when I srarted
  transmission-gtk and tried to work in web browser and jabber client (and
  have these problems).
  
  P. S. : Which hidden internet connections transmission can do in
