Bug description:
When two windows of the same application are open, only one should
have focus.
To reproduce:
1. Open two windows of the same application, e.g open two Chromium windows,
or in Thunderbird click the "Write" button so that both the main window and the
new message window are visible.
2. Arrange the windows so that they are both in the restored state (not
maximised) and both their title bars are fully visible.
3. Notice that the title bars of both windows appear to be in focus
simultaneously!
Desired correct solution:
- Only one widow should ever be in focus at one time, even if there are other
windows of the same application open.
- See attached image "four_windows_in_focus_simultaneously.png" to see a
state that should never be possible.
- The window decorations and window title in the window title bar should be
grayed out for non-focused windows.
