Bug description:
Test case:
Start an app that currently isn't in the launcher, lock to launcher thru r.
click on launcher icon
Log out/in, the icon is no longer in the launcher
Ex's. here
open a file in Totem, lock totem to launcher. On a log out/in or restart
totem is no longer in launcher
ctrl+alt+t, opens a terminal. Lock to launcher thru r. click, same deal, gone
after a log out/in or restart
However apps dragged to the launcher will persist
