For me only the audio is jumpy (I get about 500ms sound, 500ms silence, they 
video is a little jumpy too but much less than the audio). Killing pulseaudio 
(which gets restarted automatically) fixed the issue (for now).

Title:
  flash plugin (or browser?) audio problems in precise

Status in “pulseaudio” package in Ubuntu:

Bug description:
  Since a while (I can't tell it's since upgrading to precise or later,
  sorry) flash has serious problems. I am not sure it's pulseaudio
  related, so it is possible I report this bug against wrong package.
  The problem:

  On two different machines (a desktop PC and a notebook) with testing
  both of firefox and google chrome (on both of the machine) I have
  problems with the flash, including youtube videos, various flash based
  games or anything which plays sound (it seems). The audio is either
  very distorted and the video is played very quickly (on youtube) or
  the the speed is ok "only" the audio is simply can't even recognized.
  This is also true for google talk plugin btw, I am not sure it is
  related! This was with google chrome on both of the machines. With
  firefox, video speed is OK, but is "jumpy", a fraction of second audio
  then silence, etc, while according to top, machine has free idle CPU
  time. The  video is also jumpy.

  Please not that other applications seems not to be affected, like
  playing videos with mplayer, audio and video are OK on both of the
  machines, it seems it's seems it is only browser and/or flash related
  problem "only".
