Title:
Poor behavior of recommendations if you're offline when you opt in

Status in “software-center” package in Ubuntu:
  Fix Released

Bug description:
If you aren't connected to the Internet when you opt in to
recommendations, the recommendations box disappears altogether until
you're next online. We should instead keep it visible with an
  explanation.

  <https://wiki.ubuntu.com/SoftwareCenter/Recommendations#Opting_in_and_out>:
"If you click “Turn On Recommendations” (or choose “View” > “Turn On
Recommendations…” and confirm the same disclosure text in an alert),
the button and caption should fade out. If there is no Internet
connection, it should be replaced by the faded-in text
“Recommendations will appear when next online.”."
