that's technically alot of work. these menus are exported over dbus and
for the case of context menus they are not over dbus. it would rather
require work in GTK so I am just going to mark it as opinion. if you
want to pursue the idea, I suggest you take it to unity-design list.

in 12.04 64-bit
using the HUD often doesn't give ALL the possible commands for a program.
the HUD is only useful if it provides the user with really ALL commands for a
program, even with the right-click context-menu commands.
for example:
start Nautilus mark a file and open the HUD typing "Trash" doesn't
give me the "Move to Trash" command the right-click menu provides...
