One more idea, try running in a terminal:

XDG_CURRENT_DESKTOP=Unity gnome-control-center;

It will only show that option in a unity session, but maybe your
XDG_CURRENT_DESKTOP environment variable is overwritten somewhere. If
the above works, check:

echo $XDG_CURRENT_DESKTOP;

Title:
  Launcher icon size slider vanished from "appearance" tab - no way to
  change icon size.

Bug description:
  Ubuntu 12.04 - new release has lost the ability to change size of
  icons on the launcher.  There should be a slider (as described in the
  online help) in the "appearance" window  under "system settings" - but
  it is no longer there!  Please fix this error in the next Update.
