Title:
CTL-ALT-arrow no longer works to change workspaces

Bug description:
CTL-ALT-arrow no longer works to switch workspaces.
Now I have to do the much more inconvenient [WindowsKey]-S and then arrow to
the workspace I want. And THEN hit the Return key.
It's not a good trade.
When users often have multiple windows open and switch back and forth among
them, the time is significant. You've changed one step to three, and it's a
step users don't want to have to think about, and may perform (as I do) every
ten seconds or so.
CTL-ALT-Shift also no longer works to move an open program among workspaces.
