Editing items impossible due to missing dependency on gnome-panel

Bug description:
Without the "gnome-desktop-item-edit" tool provided by the gnome-panel
package it is impossible to change properties of menu items. To
reproduce click "Properties" when an item is highlighted. Nothing will
happen unless gnome-panel is installed.
alacarte should depend on gnome-panel. Currently gnome-panel is only
recommended.
